I'd be calling for the exile of Spike, personally. Or at least a public apology, and confirmation from Twilight that this would NEVER happen again. I'd also expect Twilight to create a contingency plan, just in case this DOES happen again.

It happened
once and nopony was injured. He may be a bit unwelcome around Sugarcube Corner for a while (except while he's helping them rebuild the roof), but exile is kinda harsh.

I still think that
exiling a child over the risk that he
might go crazy is pretty f***ing disproportionate.
Besides, he doesn't go "cute little OH GODZILLA", he spends several hours growing first, and that gives you plenty of time to sound the alarm. Maybe set up a Spike containment bunker outside Ponyville in case it happens again.

Given their culture of love and tolerance, I think they'd be inclined to be rather more forgiving.

Then Twilight writes to her mentor, who is likely to respond poorly to suggestions that it is right to banish someone (because apparently it has to be emphasized: SPIKE. IS. A. CHILD.) over acts committed in a clear state of diminished responsibility that slightly damaged a few buildings and caused no other harm.
...Now, if it happens
again you may have a case, but nopony was harmed, nothing irreparable and irreplaceable was damaged, he was clearly not in control of his actions and any risk of harm is telegraphed hours in advance. So really, if it happens again and you get hurt, it's your own stupid fault for not paying attention.
