I'd say that it's way overhyped and the only interesting parts are the parts set in the real world.

This Very Wiki that the Academy Awards snubbed Tron because they saw CGI as "cheating". My mom doesn't like Tron: Legacy because she couldn't stand all of her students gushing about how cool it was XD
I really only saw Legacy for the visuals.

I actually had a 3D modelling teacher show Tron: Legacy in class to point out things wrong with some of the models. He pointed out that the Young!Jeff Bridges model has light inside of his mouth. I, personally, was bothered by how perfect the model's hair was. It didn't really seem to move to me, , like at all.
I think the reason people watched Tron was BECAUSE of the visuals...I think that was PROBABLY the filmmakers intention.
