Well, she's been given many focus episodes and the writers haven't done much in the way of character development for her. A Friend in Deed and Too Many Pinkie Pies try and give her some restraint and maturity, but they don't seem to last. She's changed the least out of the Mane Six.

I think the issue is that the lessons she learns are only really evident when she's the focus character of an episode. When she's only a supporting character with a few minutes of screentime, the writers would generally rather use her as comic relief rather than use that time to dig into her characterization more.
