Because IE is the buttmonkey of browsers and when you direct all that hate at a living thing, even if they deserve it, they suddenly become a woobie. It's like Meg in Family Guy.

It's more because of IE pony's personality though. She's usually portrayed as a character who does her best, but just sucks at it. As such it gives her a degree of endearment. If she were commonly portrayed at being a sucky browser because she just didn't give a crap and was slacking off, she wouldn't be nearly as much of a woobie.

See, I'm looking at it this way.
- Fastest: Teach browserpony how to do her job well. Likely involves years of painstaking personal life epiphanies.
- Slower: Wait for Microsoft to put a decent staff on their IE team to make a browser that doesn't consummately suck ass by every metric.
- Slowest: Wait for IE 9 to load a page.
