Personally, I think that's a red herring. Those are actually power limiters, the princesses can't destroy them themselves, so they're trying to trick their enemies into destroying them by making them think they're phylacteries.

x4 And how about that episode where it's revealed that Ponyville was an elaborate prison and re-education center for dissidents and former members of the intelligence community and that over half the background ponies were actually guards? A lot of folks reckon that's where the whole thing jumped the shark, but not only did I find it a hell of a revelation, I thought it was pretty clever nod. Though now knowing who the administrator is, Pinkie's knowledge of everyone in Ponyville takes on a more sinister quality.

I preferred the one where it turned out that Spike is actually Twilight's imaginary friend rendered "real" by an illusion spell. The Frankie Foster background pony was a nice touch.
i think the episode where the Cab Calloway pony showed up and sang "Minnie The Moocher" uncensored was a major
GCPR moment for the series.
