And great! This character is a go. They're called 'Water Wings' btw. As a child, they were terrified of the water (wearing a friggin' life preserver in the inches deep kiddie pool) but after an experience that changed him and give him his CM, he's now a champion swimmer. Double meaning then with the name.

And there are species of water fowl (I forget their names) who basically 'fly underwater' looking for fish. So I think I can get away with it.

Penguins would probably be the most obvious comparison.

@Apple: Well there are lots of burds that do that, including puffins and penguins.

Now I'm picturing the guy being black and white, with a mane like a Rockhopper◊ when originally he was blueish. Those guys are adorable btw. Saw them at a zoo in Tenerife once.

I have to say, evidence is certainly stacked in favour of Scoots being unable to fly. We've seen infants fly with relative ease, and we know that Rainbow Dash, and therefore presumably Fluttershy and several other pegasi at Scoots' age were able to fly at various levels of proficiency(Cutie Mark Chronicles, if you're curious - Dash admits to getting her CM 'first in her class', meaning she'd likely be younger than Scoots. Depending on how flight camp is divided Fluttershy, Hoops and Dumbbell are probably around her age).

We've also seen that her lack of flight capabilities are a point of embarrassment for her, since she A) looked humiliated after her failed attempt to keep herself aloft in the Gabby Gums episode, and the incident was also used as blackmail against her in the same episode.

I don't think it's impossible she could fly in the future, but even if she could she'll likely be a very weak flyer. That said, her wings seem quite capable of providing horizontal thrust, so using them as a motor in various situation is very plausible. She just doesn't seem to be able to generate sufficient lift, for whatever reason.

I'd actually want the show for her not to fly. Not because I want her to have a rather sad upbringing, but because the show's given quite a few hints about it and it would feel like a cop out if she was given the ability. Plus as we've mentioned before, it would be an interesting look at a society where pretty much everypony is very talented at least in one area.

Meghan did tweet that there was going to be an episode about disabilities, I think. The actual subject of that episode remains unknown.

She mentioned that she knew if one existed or not, not whether it existed at all.

For whatever it's worth, I always got the impression that Scootaloo hasn't really put all that much effort into learning to fly. She may not actually want to learn to fly. Doesn't mean she can't still be embarrassed when others make fun of her for her lack of ability.

@Kegisak: Or she's just a late bloomer. It's not like everyone assumes that Sweetie Belle will never be able to do magic because we've never seen her use it before.

That said I really wouldn't be surprised if Scootaloo does end up having a real flying disability. There's a lot of really interesting characterization that could be built out of that, especially concerning her relationship with Rainbow Dash.

@JTeeth: They could also make it really interesting (though it's not likely, both from an in-story perspective after "Sleepless In Ponyville" and from a production standpoint) if Dashie was actually conflicted between being actually quite fond of Scoots and not quite being able to accept that she can't, and probably won't ever, fly.

Basing on that thing from EU book about Cadance where pony can become Alicorn after performing something extraordinary related to to CM and Magic of Friendship/Love. Alicorns can suffer [powerful version of CMFIS after failing at very thing what make them alicorn. Process can be reversed, so far only EOH is thing what can do that. Chrysalis is not original alicorn changed in that way but it's offspring or descendant, same with other Changelings. Additionally beings like Sombra are related to this, ponies like him are those who attempt to ascend into alicornhood but fail and skip being alicorn right into being corrupted pony monster.
