Yeah, I tend to get more and more loopy the less sleep I have. Sleep deprived me basically acts drunk.
Extreme sleep deprivation maybe. I don't think moderate amounts are the same as being drunk. Obviously you have slow reactions, shouldn't be driving, have trouble processing stuff, etc., but I don't think you're going to act like an idiot and not even realize, or stuff like that.

I've heard in some studies it actually somewhat helps improve your mood, especially in the melancholic or depressed.

Eh, personally I'd rather be stoned. Being drunk is just kind of meh. You get clumsy, say stupid stuff you're going to regret later, and half the time feel violently sick in the morning.

This has now inspired the following fanfic idea:
Pinkie notices that the princesses are getting stressed over their jobs. After considering, she goes over to Zekora. Being in a prankish mood, she gives Pinkie some pot and instructs her to put it in some grilled cheese and cake. The rest of the fics follows a continuing spiral of
Mushroom Samba where Celestia and Luna have a meandering dialogue and their magics slowly turn things trippy without their control. The moon will turn to cheese, the sun will glow neon, and Equestria starts spiraling into insanity.
For extra fun, throw alicorn Twilight into the mix.
