Apple, you're beating around the bush, getting caught up in prep work, locked in analysis paralysis. The best thing for you to be doing is to start making a series of experimental comics to get a better feel for how things work (or don't work).

Ben Elton (who wrote most of Blackadder) has been a favorite of mine. I want to get a Blackadder sense of humor in this. Sandy Mitchell's Commissar Ciaphas Cain too. I've never read a Terry Pratchet novel though and that shames me. And I've never even read a comic series...only recently took up One Piece...and here I am with the audacity to try and make one.
For artists...hmmm...hard to say...fuck I need to broaden my horizons.

Designing characters in a vacuum is... well, possible, but it'll be harder to mesh them together with each other, and with the setting and story. Just draw some comics for now, and use whatever concept for them you have floating in your head. We all know you have some ideas already, you talk about them all the time.
Once you have them drawn (but not quartered), you'll be able to decide that they either look fine, or that something needs to be done differently. But this way, you'll have more context. This color scheme blends too much with the background. This character needs to look more intimidating than that. And so on.

@Apple: Forget about the characters you don't have figured out yet. I know you have two or three characters settled already; take those and do something with them. It doesn't have to be an actual comic; write an outline or a script or something.
As for the prep work, the problem isn't that you aren't doing any preparation work, it's that you aren't solidifying any of it. The reason you aren't making progress is because you keep changing up the designs rather than just settling on one design and learning to write it better.
Case in point: Batty. You've changed up the color scheme, hairstyle, and overall design a bunch of times already. You need to stop doing that; you'll never be able to learn how to draw the character if you're changing what he looks like every time you draw him. Quit trying to perfect everything and just go with what you have.

OK, my current objective is to remake that comic properly...better yet, first time around I believe I had him upset over something involving Fluttershy. This time, I'm make it even more mundane....certainly something that you shouldn't be crying over. Then to make the one involving the earths and that petition. With more appropriate language of course.
