Case in point, Clydesdales. Those things are enormous. But yeah, people have made multiple attempts at determining pony sizes, and the majority of them seem to agree that the average pony is around 4 feet tall.
Im about 5'1 and I used to take lessons. With most horses I barely came up to their shoulder, even some ponies I couldn't see over.
But yeah, like everything that has breeds, some are crazy huge.

Big Mac could pass for a Draft horse of sorts. He even wears a horsecollar which is what the load was attached to so a horse could pull better.
I'm just excited by them being Scottish...one of my concepts is Scottish...this is just another excuse to make them a giant.
