I don't know but people do play it over the internet. The hardest part in Pbp is arranging everyone to be relatively active and on at the same time. If you're chatting in real time or something, it's a lot easier.
Life is simple: it has no nontrivial normal subgroups.

As far as systems go, for playing on the internet, I'd prefer something closer to World of Darkness. Combat is a little less mechanical, and there are similarly consistent rules for social interaction and other RP-type actions.
The setting, on the other hand... well, it's called World of Darkness for a reason.

I've also seen Pbp games where the DM just posted an ascii art grid and people talked about coordinates on the grid.
I don't know what the MLP RPG was going to do since we never even got into combat.
