I suppose she's getting better with it. I imagine the intensity is still kinda difficult though; it didn't seem like that was a particularly powerful stare, if even one at all. No screen effects or anything. She still probably needs a good trigger for a real solid stare.
I'm sure she can whip it out whenever she wants, but how well it works fluctuates like crazy.
She needs to really lose her cool to Stare properly.

It's not his fault everyone else insists on making gimped builds.
@ Apple: It depends on if Fluttershy is still in full-on "Dragonshy" mode, or if she's calmed down. If the former, she'd probably say, "Well, don't hurt my friends, then." The latter is tougher. She might blush at the effect of her assertiveness. Beyond that, I'm not sure.
