There's nothing to suggest that, honestly. We've just seen earth ponies use it more out of convenience. Rarity carried Pinkie's cake with her tail just fine.

well the cake thing was less prehensile and more just tucking it into the curls, so far the only ponies we've seen use their tails for effectively then average are EP's, mostly AJ

that wasn't really prehensile tail so much as hair gelled into a solid shape tail.

but she didn't actually move the tail more then any normal pony would. makes sense, each tribe has their own way of fineer manipulation, Unicorns magic, Pegasus wings, and EP tails.

There's a different between "prehensile" and "able to wiggle it". All ponies can move their tails, but only E Ps have been showing doing something requiring any degree of strength or precision.
