I'm of the opinion that nobody but Cadance and Shining Armor could have done that, since it was Cadance's powers at work there, but that's all up to interpretation.
Since the Elements are said to be the most powerful of pony magic I'd say that implies only ponies can use them.

They're just artifacts, though. It'd certainly suck for a group would-be heroes if they were disqualified from being able to save the world because their Honest member happened to be a donkey.

Well, no, it doesn't. I'm just not keen on the idea that said artifacts would prioritize a prospective wielder's species over their virtues.
unless their power was attuned to the natural magic of a pony. Yes they couldn't CHOOSE not to work for a non-pony, but they might work in such a way that only pony physiology or psychology can interact with them
I guess the creature would need magic of their own to get them to work. Do we know if Donkeys have magic?
