I still think Celestia deliberately held back her Beam-O-War to 1.) prevent collateral damage (there was still a large crowd of ponies in that room, after all) and 2.) make sure she wouldn't hurt SA (the changeling queen, whose name is All There in the Manual as Chrysalis, was still draining power via Psychic Link, and harming her could have caused irreparable damage to his own mind/heart).

They can, but they're not going to unless it becomes absolutely necessary. The majority of changelings are complete prudes when it comes to physical affection. Love is vital to survival, but sex just some icky thing that those weird mammals keep confusing with love.
