Here's the exact moment you're referring to. Notice how whoever shouts that does so over Spike speaking at the beginning of the clip. You can definitely tell that it isn't Spike's voice saying it.

I'm fairly sure that there's no moratorium on the panelists saying the word "Derpy." They've referred to her by name when fielding questions on the whole debacle. They just can't name her in-universe or on first-party merch.
And that you can expect reactions without spoiler tags when episodes are airing.

The part of the theme song with Derpy's cameo was the second-to-last scene on the screen before the new clip started, so the "It's Derpy!" was probably just someone's Delayed Reaction.

Glad to hear that you're giving it a chance. Feel free to stick around and join in the non-Derpy conversation. There's more to the show than her, after all. To be fair, the younger viewers probably had no idea what was going on or that anything had even changed.

Basically, Hasbro didn't fully check out the implications of the word "derp" on a character that is naturally cross-eyed. They offended a very vocal minority, and were forced to change it to appease them. Fandom responded by getting upset because removing what was offensive in the first place ends up coming across as just as offensive as airing it originally.
Through only the fault of their own, they stuck themselves into a corner.

Honestly the Vocal Minority didn't seem that vocal to me. I barely ever happened across anything not liking the scene other than people complaining about all the people complaining. It was the Save Derpy crowd I saw everywhere.

Most words can be manipulated to be offensive. Hasbro should have just stuck by their guns and ignored the vocal minority. Hence why I will never fully trust anyone associated with the creation of this show again.
