But... the Cakes have never been acknowledged to make anything using Zap Apples. That's the Apple family specialty, therefore the Cakes couldn't have done anything with Rainbow Radiation since they don't touch the stuff.

Somebody drew a comic strip where AJ actually does stick a warning label to this effect on the jars. Rainbow Dash sees this and says, "Oh, come on! My mom ate this stuff all the time when she was pregnant with me and I turned out just fine!" ...After which everybody looks awkwardly up at Dash's hair.

as to the super pwoered babies, the main thought is that it's just magiv spurts. That while they grow they are getting surges of intense magic that allow them to do this stuff, Twilight kind of hinted at this happening in the opening.

But I only expected like, chaotic bursts of telekinetic energy throwing shit around the room, whereas Pumpkin phased through solid objects, used advanced telekinesis to lift up three large objects and herself, and then use it to fly.

I don't think a regular unicorn baby could do that.

The Elements attract themselves to ponies with a particularly high Rainbow Radiation level.

Maybe so they can withstand the weapon itself, a massive focused beam of Rainrad, that strikes the internal organs, causing rapid, painful melting. Or in the case of Discord, sealing him in radioactive concrete, designed to make him immortal, but sterile, so he cannot ever have a heir to carry on his chaos.
