Yeah, giving him that much skill might be overdoing it. Maybe his skill can be something more like leadership; he's extremely effective at strategizing and directing other ponies, but when he has to do stuff himself he has trouble.

My personal favorite leadership "superpower" is a character in an anime who is quite powerful, but becomes hilariously incompetent when he isn't in the presence of his subordinates, to the point of being unable to climb stairs without tripping over himself.
