Dash (and most pegasi) swoop and soar like eagles; Scootaloo, judging by the way she already uses her wings, is more like a hummingbird. She won't ever get into Sonic Rainboom territory, but if she ever does get her wings to work she will be terrifying over short distances... she'll probably set a record in the pegasus hundred-yard sprint that will stand for seventy years.
