Fluttershy is hyper sensitive to stimuli, not like empathic or psychic, just extremely good at reading ponies. A lot of he shyness is from the fact that she easily gets overloaded with information

I tend to toss the Stare in the same category of the Pinkie Sense; there isn't necessarily any observable mechanism behind it. Or at least, there is, but it doesn't fall under the standard explanations. I can kinda see it just being purely emotional, but at the same time I don't really see Fluttershy demonstrating that level of hyper-awareness on a regular basis, so I'm hesitant to attribute it to purely mundane means.

Fluttershy seems like the type that always chooses the paragon options, but can't resist taking the renegade interrupts when they appear.
Come on, Intimidate isn't even a class skill for Druids. (Yes I just looked that up)
