Daring Do and Blueblood have a compass rose for their marks, I believe. Not exactly background ponies, though.

Jteeth: Actually, that idea would work even better with no changeling at all. Like some pony realizes they can get away with something ridiculous and then claim it was a changeling. Then a few other ponies do the same, and everything descends into paranoia when everyone starts to believe there's a changeling around messing with everypony when there actually isn't; it's just a bunch of individuals using the excuse to do stuff they wouldn't do otherwise.
story: So it's like a ponified The Crucible?

There are a couple of background unicorn stallions the same size as Blueblood with the same cutie mark as him.
Cutie marks aren't on the skin (at least when it comes to colts, judging by Snips and Snails in "Ponyville Confidential"), so I guess they're part of a pony's coat.

My personal fanon on the finality of cutie marks is that, since cutie marks rely on the ponies personal sense of meaning, or their 'purpose' in life, it's possible for a mark to change, but it takes a HUGE epiphany, often accompanied by a big change in personality. But even then, it's also very likely that they could simply apply that meaning to their mark in a different way - ie, for those of you who follow the Hoops/Dumbbell blog Dumbbell before coming out of the closet determined his purpose is 'to be strong and cool'. After coming out it was 'to give children someone to look up to, and to lead them right. Both feature the dumbbell cutie mark because he still desires strength, he just changed his definition of strength. Most times the mark changes it was largely a 'filler' mark anyways; something they never really thought about, a sort of given purpose rather than obtained one.

For the Daring Do page are those title of books real fanfics or just made up titles?
unless I'm mistaken, they all started out, right here on Tvtropes, as completely fictional stories, but some of them have since undergone De Fictionalization and people have written fanfics for them.
@David: Yeah, after Read It and Weep aired we basically decided to flesh out the series because we had nothing better to do. We briefly considered trying to actually write them, but we gave up on that. The pages changed too rapidly anyway.
My personal take on C Ms is that they can't really change; you wouldn't get the CM to begin with if it wasn't an accurate reflection of the pony who gets it. Life-altering epiphanies are possible of course, but it just results in the pony interpreting their mark differently rather than the mark itself changing.
