It ages back to the days when the Pegasi felt they weren't being paid enough to manage the weather, in protest of this they intentionally made some of the coldest and most inconvenient weather they could short of tornadoes and stuff. Afterwords when the pay dispute was resolved they still did those three month of winter in order to reinforce that protest. Nowadays it's tradition.

Lots of plants and animals base their entire lives around seasonal regularity. Drastically altering the seasons would probably cause an ecological disaster.

It's just that the body shape has me thinking she's actually a stallion in drag, while the show model was a lot more like Fleur.
I'm more curious about why they have different hairstyles. Outside of stuff like the gala and the wedding their manes are always the same.
