The Stare is actually a Mutants & Masterminds-style bonus-shifting ability that allows her to take a penalty to her AC and add it to her attack rolls.

It's probably been buried in the last 40 pages that I'm not going to read, but if this guy doesn't win the Death Cruise forever, there is no justice in the world. Like, most of the entries weren't even coherent, much less that beautifully and lovingly executed.
