Well, I read a fic about him that said his job was to keep everyone productive by keeping parties from getting out of hand. It was well written, so I choose to take it as canon. or fanon, I suppose.
And about the orange family, something else bothered me about them. I had taken it for granted that they were farmers themselves, which I guess may not be the case, but...they live in a city. Completely ignoring the fact that oranges just don't grow in the same climate as apples, they live in a city. Where does their money come from? If they aren't farmers, what do they do that relates to oranges so much? Are they merchants, or something?

They used to farm oranges in the same manner as the Apples, but instead of doing the work themselves, they own large numbers of orange groves which are actually tended to by hired hands hooves. They're basically just the owners, though since we didn't see much of them, it's possible that during the day they take trips out to the country where the oranges are to oversee and manage the farms.
It may have allowed them to branch out into other fields as well, and oranges are just their roots/main source of income.
