"Niece" could just be a term of endearment from Celestia rather than any blood relationship. If the two were close enough, I could easily see Cadance call her "Auntie Celestia" or something to that effect.
Still, it seems weird to put something like that on an official invitation if all it is is a term of endearment.
But they wouldn't have printed it in the paper if they weren't related. And if they were wrong, then where's the retraction?
It would have to be a very distant blood relationship, then, considering that Cadance is rather young and Luna was trapped in the moon for a thousand years.
I like to think that there are so few Alicorns all of them refer to each other as family with sister being of a similar age, aunt being one that's dramatically older and niece as one that's dramatically younger.

@Badwolf: There are apparently enough alicorns in public knowledge that Dashie almost thought Mare-do-well was one.
IIRC she was confused that Mare Do Well seemed to have a horn and wings which would make sense if there were very few Alicorns.
