Spike's naration led me to believe that non-earths aren't capable of growing food. Maybe the can attend to a garden that's already there, but they can't get it to grow larger.

No, they start functioning when an earth pony attends to them. Same as with pegasi and the weather.

Even Gardenia Glow admits that she need her friends' help to make her garden grow.

I've always been under the impression that anypony should be able to grow something, but the earth ponies' innate skillset is what makes it possible to feed more ponies using less land. To quantify: unicorns and pegasi are trowels and earth ponies are industrial grade machinery.

My interpretation has always been that all three types of pony can grow plants but Earth Ponies just do it better.

Garden seems to be growing just fine regardless of how many times he has over watered it. Though I wonder if he just waters the plants sometimes, or if he actually takes care of Fluttershy's garden.

Greenhooves needs to nerf how well he cares for Fluttershy's flowers because doing it the regular earth pony way would cause them to grow so rapidly they'd take over her cottage.
