It would seem hiccups produce "teleport" fire, and sneezes produce "burny" fire. Presumably dragons have some funky tubing that allows them to produce either on demand.

I assume it's set as Default Target: Celestia since, well, is there *anyone* else who Twilight is likely to send a letter to? She doesn't seem to communicate much with her parents, and everyone else she likes lives within about a mile of her lodgings.
As for where he got it, I have no idea.

I just figured you can bind a dragon with teleportation fire to a certain location. He could rebind it elsewhere but there's no reason to. And I think it only works with gentle use of fire. After all whenever he aggressively casts a flame rather than just blowing it softly it burns something.
What's the worst that could happen anyways?
I'd imagine that Spike's teleport fire can be keyed to a certain location/person - in most cases, Princess Celestia. In Dangerous Business, Twilight keys a vial of Spike's fire to herself.

All these concerns are why I'm leaning toward the idea that it's not Spike's fire that's magical, but the letters which have "Teleport when burned" spells applied to them.

Porbably not. Spike didn't seem to want to send those scrolls that he hicupped on to Celestia any time soon, so why would they have that spell on them?
More likely that it's the fire itself that's magical and attuned to the Pricness, such that it can "burn" stuff that isn't flammable and send it to her.
