The girl shouting out "It's Derpy!" overlaps with Spike saying something to Twilight at the very beginning of the clip, so it definitely isn't him saying that. Probably just a fan's late reaction to Derpy's usual theme song Ice Cream Train Car cameo (which was in the snippet before the snippet before that).
