Or... He could just be drawing because that's what he likes doing? It's a hobby, and whether or not he pushes himself shouldn't matter if he's doing it for himself first. I don't see why the fact that he has fans needs to draw ire. That's not something he has control over.

@Ed: Yeah, I wish he'd do stuff like that more often.

@Mousa: The fact that he doesn't push himself would bug me a lot more if not for the fact where he is right now is honestly pretty good. It could be better, and it's a pity that he doesn't try to improve himself, but it's not as if he's in the least a bad artist. Also what Perpetual said. Just because he doesn't prioritize the same artistic values you do is no reason to hate him. Most of the time he's just experimenting with subject matter rather than art style.
