Very recently, I had a case of Fridge Brilliance, and it goes like this:

MLP: FIM has shown the parents of everypony of the Mane Six, except for Applejack, Rainbow Dash, and Fluttershy. Come to think of it, we don't really know anything about the parents of Pegasi, except for the family in "Baby Cakes" - which is a little tenuous when you think about it.
Scootaloo, being a Pegasus, has not been shown to have any parents. A number of folks have pointed out that she doesn't use her wings to fly at all. Could it be the result of her being raised in Ponyville, and not in Cloudsdale, where flying is almost certainly a requirement?

Mayhaps. but most every other pegasus in Ponyville has shown themselves to be a competent flyer (Hurricane Fluttershy)

I like to think that all pegasi are offered a free spot at one of the flight schools around Equestria. I know we've only seen Cloudsdale but presumably there are others.

It's sort of a '20 minutes into the future' world where everything is connected. The main character can hack into stuff like phones and security cameras and manipulate them to his advantage.

The Globetrotters do exhibition games. This should explain it I hope.
