So I just read chapter four of One Peice. And I'm a little confused.

There's this Lietenaunt 'Axe Arm' Morgan...and he seems to be the one in charge of the marine base, and he even killed a captain for some reason or other. But...he's a lietenaunt...the lowest commissioned rank there is. What gives?

Shouldn't he at least be a Major or something?
