Yes, but they don't appear until later on in the timeline, after Homura's actions have had plenty of time to change things.

At any rate, wasn't it Mami's death that got Kyoko to come in the first place?

And why did Sakaya still turn into Oktavia, wasn't Mami one of the triggers for that?
