Pony penii arent really that big unless they are aroused, all you really see on a male horse is the sheath. Now sometimes when you are grooming them you'll get the whole arm holding an apple thing.

Basically, take a look at an Olympic swimmer. It's the same concept, and the odds are they're not as ill-equipped as one might think. I imagine those tights are very tight. Plus I know almost certainly that there are certain things that bind it down, so... yeah.
It isn't like ponies are especially aerodynamic to begin with. Pretty sure the legs are a much larger concern for drag than other parts.
