If trains can go to Cloudsdale, then they must not be able to carry very heavy loads up there (or it could just not be practical); otherwise, they could've just shipped the Rainy Season water instead of using a tornado.

I could probably go for a beach. While I like Cloudsdale, it does get kind of boring seeing the same white and gray puff balls. A beach would be a nice change of pace.
