Ginger, I have the exact same problem. I am absolutely terrible at forcing myself to consistently work at anything. I might on a whim decide to draw or write something, but actually making myself work on some skill every day to improve it? Not so much.

Focus is as much of a skill as writing or drawing. You have to teach yourself how to focus first. Try starting in a situation where you have no external stimuli, slowly introducing more until you can handle normal conditions. Alternatively, look into meditation. I find that it helps a lot; if I'm having trouble focusing I just meditate for a few minutes, then I can work much better.

Still, I'm one to talk. I still have a long ways to go before I'm any real good at focusing.

...I read insanely quickly... Like, I'm pretty sure that if I sat down with no distractions, I could read the entire Harry Potter series in a day with time to spare.

I read very quickly, but I tend to miss a lot of details. A lot of the time I end up skimming. On the plus side it makes rereads worth doing.

@Ginger: yeah, I'm also the guy who can't sit down and work on a mod for more than 15 minutes without popping back onto the forum.

I have long-term focus down. I still need to wok on short-term.

Also The Colour You Bleed was technically the length of three and a half novels...

@ginger: My one problem is that occasionally I need to stop reading because I go on a tangent in my mind, or I start thinking something through, or my mind starts to create a mini fanfic in my mind of what might have happened...

I'm a moderately fast reader. I remember twice bringing doorstoppers to my routine guardhouse orderly duty in NS, and both times I finished the books before my shift ended. For the record, I plowed through Lord of the Rings and His Dark Materials, both of them being the full triple-volume doorstoppers.
