A while ago, there was a disturbing number of fanfics that included Dash's wings getting broken, or severed, or whatever else, extremely easily. The joke was that Dash's wings were made of glass. Funnily enough, after Lesson Zero, Equestria Daily officially outlawed said fics, for canon reasons.
Also: you're quick to say that people shouldn't assume Rarity did it, because it doesn't make sense, character wise, but when people were suggesting that

I don't think they
actually think either of them did it. I think it's just a running gag because of the close placement of those two episodes.
It's no more serious than that, and shouldn't be treated as such.

I think this is the most likely as well. They need to explain the setup of the plot at the start so that noone gets confused.
