That's... very debatable. Lauren Faust herself said they never decided if Nightmare Moon was something Luna created or a result of some form of possession.

I believe the general idea was that NMM was an aspect of Luna, but she was led down the path that led to becoming NMM by an outside force.

either way, she still choose to become NMM, it wasn't forced on her.

I believe that everything Luna did as Nightmare Moon were her own choices and abilities.
