Railing for exile because Spike, as he gets older, might become dangerous to the citizens of Ponyville. This is predicated by a scene wherein townspeople react badly to Spike getting larger.

Exile actually might be a
dangerous option in this case, now that I think about it.
Because there's always the possibility that the dragon you threw out of the town will (without anyone to curb his greed) grow old, huge, and wicked, and eventually think to himself "hey... you know who made me really angry? I wonder if they can exile a guy from a pile of ash?"
Working on curbing his greed is a safer option than hoping that when he becomes huge, he'll either forget about your town or continue to see things your way as he increasingly becomes greedy and wrathful.

The difference between Spike here and Twilight and snips and snails is that they simply screwed something up. They have the ability to learn from this, and are fully in control over whther or not they will do it again. Spike, on the other hand, was not in control of what he did. And instinct was triggered and he rampaged. Twilight and Snips and snails caused problems, Spike was a problem.

As I said, it'd be my first thought. Nowhere near my last. If a better solution exists (which it did in this case) then that's the solution which would be used.

Exile was probably the wrong word to use. If no feesible solution could be found, I'd rather he live in a place that's better suited to stopping him if things go wrong. Like Canterlot.(because of Celestia)
