I can see it now. Spike takes a big swig of hard apple cider, gets drunk, and starts belching up a storm, sending anything caught in the flames straight to Celestia. Possibly covering her in alcohol at the same time.

Someone asked Tabitha what pony she would like, like to have rarity do a duet with, and the answer was Octavia, and then, either one of the writers or one of the VA's said they had already come up with an idea of what Octy would sound like. It was just a hypothetical, "what if" thing that got blown out of proportion.
Actually
, the cast was asked what still silent background pony they'd like to voice, fans suggest Octavia cause the VA's don't know about BG ponies beyond Derpy, Cathy does awesome imrpov based on fan's description of Octavia.
Octavia speaks in the upcoming Issue 9 of the comic, though! Just not voiced, obviously.
