I like to think the sisters rule equally, while Celestia being the more public figure, what with Luna being absent for a millenia and most ponies being whatever-turnal-word-it-was-for-day-time-beings.

That is not to say they wouldn't have quarrels over things, but being pretty much the role models of all ponies everywhere, they work things out diplomatically. If they didn't, we might end up with both sisters banishing each other at the same time, leaving Equestria without a ruler.

I'm not quite sure what the power relations are like between the sisters, although they might be a bit more equal again now that Luna's got her powers back more.

Speaking of Luna, I wonder if she's the one who's the most happy about the Gala, even if she has to work on the night sky during it? Because it's a nighttime event so all the ponies there would be awake and enjoying her night!

Which, as is mentioned on this site in a few places, could explain why Fluttershy had so much trouble with the animals. She may have expected them to be awake and/or imagined the Gala to be in the daytime and then forgot that the animals just wanted to sleep.

The intro says that they ruled together and Celestia gave (her political )powers back in episode 2

She has the same political power as Celestia as far as we know

If they both got angry and were speaking in the ROYAL CANTERLOT VOICE!!! it would be very noisy to whoever was in earshot.

Edit: Okay, I wasn't exactly sure what the situation was but thanks for reminding me. Celestia's just the one who leads the main cast more since she's specifically Twilight's teacher, but there might be someone else who Luna is teaching who would see her more often like Twilight does with Celestia.
