I think I can answer that if CDRW was using an art program (Photoshop, GIMP etc) there's a Gaussian Blur option included in these programs and the effect can be used to make an object appear to glow.

If you're using photoshop, right click on the layer after you do the text, go to blending options, use outer glow with the opacity set to 100% and technique set to precise. I make those settings the default so I only have to set them once and just click the outer glow box for the rest.

Edit: Wow, that was a good picture choice for the wing one.

I use GIMP, but I figured out a pretty simple way to do it. Is there any way of saving actions in GIMP like you can in photoshop?

There is an undo tab that has a list of actions one one of the toolboxes. I'n not sure if it's "saving actions" though.
