Rugrats and Invader Zim are pretty good contenders as well. In Zim's case, they blatantly ignored the radar and did just about whatever they wanted anyway.

[up][up][up]I think it contributed to its cancellation: It caused its Periphery Demographic to COMPLETELY overshadow the target demographic due to the sheer audacity and Nickelodeon didn't have the balls to make a separate cartoon block similar to [adult swim].

It's actually pretty easy to get innuendoes past the radar.

Violence, on the other hand, tends to be harder due to more stiff standard.

That's how they rolled in the 90s. Kablam was also very good about jokes, though they were a bit more tongue in cheek about it.

Seriously, 90's cartoons were basically a long string of "how much crap can we get away with". I mean, I'm aware that modern cartoons do a fair bit of it as well, but you'd never be able to get away with stuff like the "finger Prince" joke in a cartoon aimed squarely at kids. Even stuff like Adventure Time is aimed at a slightly more mature audience than Animaniacs was.
