I guess it depends on where you draw the line for
crap - is a showgirl-inspired outfit by itself sexy, because it calls to mind... well... showgirls, or is it now a culturally accepted fact that dresses with that sort of pizazz have sparkled necklines?

I think it was just because that's the sort of thing that would be on a human outfit, and the clothes tend to be as close to human as the show can get away with. Aside from the occasional saddle. Designing fashions as they would have evolved in a pony society would be difficult, it's easier to just base everything off humans, and that includes necklines.
^The actual designs for the ponies' bodies aside, horses do tend to have rather prominent pectorals, I think...
