I just figure that even if Tank can't walk on just any clouds, Rainbow probably has some sort of enchantment or something on her own house that allows Tank to walk around. That's probably easier to maintain than a cloudwalking spell that we know only lasts a few days at a time.

I tend to think that any clouds used in stuff like houses would be enchanted to hold stuff so furniture doesn't fall through. Stuff like the roads in Cloudsdale might not have it, but buildings would.
