Well, in her case, of course she does, because EVERYTHING in her game is edible.

In a situation where edible clothing is not the norm, creating edible clothing raises... questions.

Edible jackets and hats are one thing. Edible undergarments, on the other hand/hoof...

Consider: Ponies generally exist in a state of undress. Therefore, clothing can be said to have two purposes in every day life - this means barring such things as travelling up a mountain, in which their usual state of undress does not protect them.

Option one: As a status symbol, to show off.

Option two: Using colours or shapes to direct the eyes and generally make themselves look better.

So, because we know that Rarity does not tend to make hard-weather gear, we can rule out that option. Because nopony would want a status symbol that they will take off and eat, we can also rule out that option. Which means that they're probably made and designed for the purpose of making the pony more alluring. Their edibility makes the key feature of them the way in which they can be removed. Alluring+removing=yumyum. that's just simple math.

I mean, unless they're novelty, but I seriously doubt that coming from Rarity.
