If that is him in the Twinkling Balloon, then he probably isn't a cow, since those two were stated to be ponies.

Also, in Lesson Zero, the first thing on Twilight's checklist was drop off her cape at the cleaners. Is that continuity I smell?

Just saw the Luna luna. Do you guys think her new look is plot relevant? or just a change of style?.

I go for change of style. As I said. Odds are her original design wasn't something they spent too much time on, since she's barely seen in season 1. When came season 2 and the demand for her return and popularity, they probably saw the chance to give her a once over and make her a better match for her sister.

If he IS a calf, then this introduces some weirdness regarding how much power cows have in this world.

In Applebuck Season and Boast Busters the seemed to be subservant to ponies (least that's the impresion I got) yet they celebrate Nightmare night and roam around Ponyville during it like anypony else?

I don't think he's a calf. The cows we've seen have ears that droop downwards, and his are normal pony ears.
