I think it has been established that Rarity has a relatively brittle sense of self-control, and it usually comes back to haunt her. At least she tries to make up for it when she messes up.

Rarity's bedroom eyes aren't freeze-frame accidents. She's just really persuasive. Even when she's not trying to.

Option B: Unreliable Narrator. We're seeing it from Spike's POV, and she really does look that sexy to him, but she's acting perfectly normal in reality.

yes, but she also had to go to the store to buy more scrolls in Lesson Zero, I think it was, so she can't just make them outa thin air for whatever reason.
