Eh, whether some crappy author used it as the cover for a self insert fic is kinda irrelevant. Whether or not it's appropriate for her to dress like that depends on how strictly you want the fanon interpretation to adhere to her in-show characterization. It is probably OOC, but but given that it's obviously a fanservice image I doubt that accuracy in characterization was really a goal.

In character, Celestia would probably wear a tasteful one piece. Luna would wear one of those full body suits with the unnecessary frills.
